Why is there a northbound bus gate on this road which stops traffic, when there is no bus approaching? Isn't there enough air pollution already without pointlessly stopping traffic to make more?

Lucky we reconnoitred the Schipol departure gate before going down to board, to see that the security check was AFTER the duty free area; could have been seriously late for return flight, had we gotten stuck in a queue there and had we waited for the screen to say "boarding" we would have been late.
